In pokemon battle arena, milotic is actually the final evolution, its original form took place as a
scarred un - appealing looking fish called " Feebas " you can catch it at route 7. for starters.
To evolve Feebas, you must go to the tab " Battle Trainers " and defeat the trainer Dawn S: I suggest you use an electric - type pokemon since her pokemon seem like mostly ice - type / water - type pokemon.
After you defeat her, you will obtain the " pink scarf " and that will evolve your feebas into milotic, I know, it sucks, but its the only way.
